About the Greater Seymour Trust Fund
The Greater Seymour Trust Fund is the oldest private foundation in Jackson County, Indiana with over $17 million in assets under management. It was established by Elbert S. Welch in 1969 to serve the charitable, cultural, scientific, religious, literary, and educational needs of the community. It receives funds from public-spirited citizens as gifts or bequests to be held by the Trustee, JCBank. Most gifts received are for existing scholarship or grant funds, but funds are being created each year.
A diverse Board of Managers of the Trust Fund allocates the money from the Funds for a wide range of public purposes. Its purpose is to assist, encourage and promote the welfare of present and future residents of the community without regard to race, color or creed. The Board of Managers consists of the Mayor of the City of Seymour, four at-large members, and the President/CEO and SVP, Chief Wealth Management Officer of JCBank.
The fund has bank management and trust safeguards. Contributions to the trust qualify as charitable contributions which may result in income tax and estate tax savings.
Meet our Wealth Management Officers
JCBank was granted trust powers in 1900, and provides oversight to the Trust Fund, but also provide investment management and trust services to individuals, businesses, and other not-for-profit organizations and foundations. JCBank Wealth Management manages approximately $985 million in client assets (as of 9/30/2024). The service provided is professional, confidential, personal, and utilizes the finest resources available in market research, investment information, and administrative systems.

Trust Fund Board of Managers

Bob Vondielingen
Retired Business Owner
Bob serves as chairman of the Board of Managers and is a retired retail store owner of his family's business, Vondielingen's Shoe Store. Bob is a graduate of Indiana State University with a BS degree in Business Marketing. Bob served for six years in the Indiana National Guard. Bob and his wife Theresa are residents of Seymour.
Rev. Ralph Blomenberg
Pastor at Immanuel Lutheran Church
Rev. Blomenberg has served as Pastor of Immanuel Lutheran Church in Seymour since 1985. He is married to Jan (nee Wolka), a registered nurse who works at Family Medical Center in Seymour. They have three grown children, Justin (Megan) Blomenberg, Jennifer (Jason) Rodgers, and Janneane (Ben) Blevins, and enjoy being grandparents. Rev. Blomenberg serves on the Ethics Committee of Schneck Medical Center, Seymour, and is also on the Board of Regents of Concordia Seminary, St. Louis, Missouri, from which he graduated in 1981, and is actively involved in many local and regional events.
Matt Nicholson
Mayor of Seymour
Mayor Matt Nicholson serves the Board of Managers as the Mayor of Seymour representative. He graduated from Seymour High School in 1996 and Ivy Tech Community College in 1998. Matt has experience in both the world of small business and non-profit. Matt married his high school sweetheart, and they now have three daughters. He enjoys spending time with his family, coaching softball, cycling, and fishing when time allows.
Jim Plump
Executive Director, JCIDC
Jim Plump is executive director of Jackson County Industrial Development Corporation (JCIDC) in Seymour, IN, and has been in that position since the organization's inception in 1984. A native of Salem, IN and a graduate of the University of Evansville with a degree in journalism, Plump also is a graduate of the University of Oklahoma’s Economic Development Institute (OU/EDI). Plump and his wife, Jana, reside in Seymour, and are the parents of two grown sons, and have two grandsons.
Jan Warren
Business Owner
Born and raised in Frankfort, Indiana, Jan Warren graduated from FHS in 1984 and received her B.S. in Business Secondary Education from Butler University in 1988. She taught and coached at Warren Central High School in Indianapolis. She met and married her favorite podiatrist, Dr. Walter Warren, while living in Indianapolis. The Warrens moved to Seymour in 1990. Jan taught at SHS in the Business Department for 9 years. She left teaching to assist in managing her husband’s medical practice, volunteering and serving on community and church boards, and her most important job being Payton and Macey’s mom. Jan enjoys cooking, traveling, sunsets, flower delivery, sports, tutoring students and a great joke - “There is little success where there is little laughter!”
Daniel F. Anderson, CTFA
SVP, Chief Wealth Management Officer, JCBank
Dan currently serves as Senior Vice President and Chief Wealth Management Officer of JCBank, where he oversees $985 million in assets under management. Prior to joining JCBank in 2019, he served in the same capacity at Mainsouce Bank for 25 years and has also served as a Senior Bank Examiner for the Indiana Department of Financial Institutions. Dan is a 1989 graduate of IUPUI with a degree in finance. He is FINRA Series 7, 24, 51, 63, and 66 licensed and has attained the Certified Trust and Financial Advisor (CTFA) designation. Dan and his wife reside in Greensburg where they enjoy spending time with their 3 adult children. Dan currently serves on the Boards of the Economic Development Corporation of Greensburg/Decatur County, the Hospital Foundation of Decatur County, and Seymour Main Street. He is also an active member of the Schneck Foundation and the Decatur County Family YMCA.
Marvin S. Veatch
President/CEO, JCBank
Marvin S. Veatch currently serves as President/CEO of JCBank, a $1 billion commercial bank headquartered in Seymour, IN. Prior to being named President / CEO in April, 2017, Veatch served in other senior management positions of the institution, including Chief Operating Officer and Chief Financial Officer. He also serves on the board of directors of the bank’s holding company and its subsidiaries. Veatch is a 1987 graduate of Anderson University with degrees in accounting and management. He began his career at Crowe LLC where he specialized in the financial institution practice of the firm. Prior to joining JCBank in 2002, Veatch held the position of Vice President/Controller/ Principal Accounting Officer for ten years at Lafayette Bank and Trust Company, Lafayette, IN. Veatch is an active member and involved in many local community and non-profit organizations, including Jackson County Industrial Development Corporation, Seymour Industrial Corporation, Indiana Bankers Association Government Relations Committee, Schneck Medical Center Foundation and Seymour Rotary Club. From 2018 to 2020 he served as a member of the Community Depository Institutions Advisory Council of the Federal Reserve Bank of St. Louis.
Board of Managers Annual Meeting
Each November the Board of Managers of the Greater Seymour Trust Fund meets. The Board of Managers review the performance of the fund's investments and determines the scholarship and grant distribution allocation for the upcoming year.
Special Grants Reception
A Special Grants Reception is held in the first quarter of each year at which time grant funds are awarded to recipients. A presentation recognizing the funds from which grants are awarded takes place at this reception.
Scholarship Reception
A Scholarship Reception is held in the second quarter of each year at which time scholarship recipients are honored and a formal award ceremony takes place.
